These would be awarded at the end of a single map based on the number of completed events that you participated with Gold, Silver and Bronze levels of participation giving 15, 10, and 5 blooms respectively. With the recent announcement of Guild Wars 2 going free-to-play, it’s likely that this event is targeted at newer players due to the recommended minimum level of 18. As far as i can find out the three colored keys needed to form this key still drop from a Mysterious Key Pouch that can be bought from any of 4 Mordrem Researchers.
